      The African Development Bank Group Annual Meetings (AfDB) were held in Marrakech from the 27th to the 31th of May under the theme of “structural transformation and inclusive growth of African economies”. On the sidelines of the Governors meeting, several sessions were held in order to discuss topics directly related to African development.

      The FMDV was invited to participate at a side event organized in partnership with the AfDB, United Cities and Local Governments Africa (UCLG Africa) and with the Committee on Local Finances for Development (CLFD), on Wednesday 29th at 15:30. Chaired by Mr. Zondo Sakala, Vice-President of the AfDB and moderated by Mr. Jean-Pierre Elong Mbassi, Secretary General of UCLG Africa, the session's theme was "Local Government Funding: New Opportunities for Africa." The aim of the debate was to initiate a dialogue on the operationalization of the new AfDB urban strategy and to create an infra-national funding instrument for urbanization.

      The speeches of experts like François Yatta (LEDNA coordinator) and Thierry Paulais (Deputy Director of the French Development Agency’s African Department), clarified the challenges and opportunities of urban development in Africa.

      Desired Vencatachellum (Director of the AfDB Policies and Operational Resources Department), reminded participants of the AfDB areas of action and tools, while opening up a dialogue on the possibilities to operationalize their urban strategy. This operationalization would include a renewed thinking about new instruments to ensure the ability of cities to repay loans.

      François Tirot (Decentralization and Local Collectivities Department Director at AFD) and Serge Allou (Urban Specialist at Cities Alliance) spoke about actions developed by their organizations in partnership with local communities, and suggested opportunities for the AfDB to approach cities.

      A roundtable between Khalifa Sall (Mayor of Dakar), Fathallah Oualalou (Mayor of Rabat) and Rogerio Joash N'komo (Financial Advisor of Maputo) has put forward the will of local authorities’ officials to get more funding through the AfDB urban strategy. It has been suggested that UCLG Africa could become the administrator of this strategy, starting with the establishment of National Committees for Local Finance.

       

      Ghazi Hidouci (FMDV Financial Expert) also recalled the importance for cities to first establish a vision for their endogenous urban development, and then to find appropriate ways of funding the implementation of such a strategy. This should happen through the assessment of local budgets and finances, health, the reinforcement of cities’ capacities to implement their strategies, and the development of appropriate financial instruments.
